Added provision for an option parameter 'TARGET' as part of the <NAV> entry. The default is '_self', so things continue to operate as before. Also moved the 'eval' of PARMS so that it can be supplied to both the LINK and the PAGE hrefs. This will allow easier integration and passing of information between Obliquid and other systems.

Changes to POST newsletter sending to 1) mark the newsletter as 'c' complete when the full mailing is sent, 2) update the stats table to add a row with the timestamp and number of emails sent when the full sending is done. With the update of letter-status, the icon for the full sending will not show. Also did a minor update.. if there are no objects attached, the full sending icon will not show. Had to change were the popup for the full sending went, so that the update of the status gets done in order for the icon to be removed.

What has been done
* Functions icons are now re-arranged in reverse order: list elements,
modify category and delete category. This is because you'll list elements
more often than deleting the category.
* Added nowrap="nowrap" attribute to the functions icons so they stay on a
single row
* Removed the function message since the interface was too crowded already
* Last Post renamed Last update since it seemed the last send date for a
newsletter, expecially in the Italian translation
* A restricted category has now a lock icon at his side. It would be nice if
clicking on this lock you could redefine security for this category,
something that as far as I know now can't be done easily.
* lastpost and autoapprove fields formatted properly
* Fixed to use Metabase boolean properly

What remains to be done
* language should be written in a readable form (the language name)
* Sort order should be written in a readable way (for humans)
* the lock item should be clickable to configure security
